On January 1, 1863, President Abraham Lincoln issued the Emancipation Proclamation, declaring “that all persons held as slaves” within the rebellious states “are, and henceforward shall be free.” On June 19, 1865, two and a half years after the proclamation was signed, federal troops arrived in Galveston, Texas, to ensure that the news spread that all enslaved people were freed.
