    Bulging discs and herniated discs are two different things. The main difference is whether the inner portion of the spinal disc (nucleus pulposus) is protruding through the annulus of the disc. A bulging disc is when the spinal disc extends beyond its normal position, but the outer layer remains intact. A herniated disc is when the outer layer of the disc ruptures, allowing the inner gel-like material to leak out. Both conditions can cause varying degrees of pain and should be treated immediately.
