Winterset is the county seat of Madison County. The population was 5,353 at the time of the 2020 census. Winterset was platted in the summer of 1849, and the town was originally to be name "Summerset," but the unseasonable coldness made the commissioners reverse this and named the town "Winterset"

The City of Winterset has adopted and enforced model building codes that regulate the construction of residential and commercial building projects within the corporate limits of the City. Most projects will require a permit to be issued prior to the commencement of the project and are subject to an inspection process throughout the project as well.

The Winterset Comprehensive Plan lays out a vision for how to manage growth through 2050 and beyond. The plan is meant to represent a community vision for Winterset over the next 20 to 30 years. However, it is not meant to be a static document that sits on a shelf until 2040 or 2050.
