Having GPU/CPU under 60C underload to be considered ideal is insane. This is not available for most people unless you have some fancy open-loop water cooled set up. Anything under 80C is ideal/good. 80-90C is okay. And 90+, you need to check case/fan set up.

Any temps below will just give you more headroom for overclocking (more power) or fan speed reductions (less noise). Now if you decide to run your processor above 90c like 95c or 98c for very long times then you will most likely shorten the lifespan or even possibly damage your processor or motherboard.

Check your voltages too. If you've got the motherboard CPU voltage set to the default of "auto" then it very well could be supplying excessive voltage under heavy multi-core load, which would create too much heat. In HWINFO64 you can monitor the "Core x VID" voltages in the "Current" column while the CPU is under a heavy load.

For reference, I have a Ryzen 7 5800X3D (physically identical to the 5700X3D, just with higher clock frequency) with a Thermalright Peerless Assassin (a dual-tower air cooler), and it idles at 37C.
