If you 1h + shield you won't actually be tanking because all the DPS are going to rip threat due to your horrible rage generation.

I've been leveling my warrior with a one-handed sword and shield and going sword spec instead of axes. I have been having a blast, even opting for the lvl 30 sword instead of whirwind axe. 2-handed axe is better than duel wielding at lower levels, since (like others have mentioned) your hit rating will be low, which means you will miss a lot.
