Doesn't seem likely in this case. Wacky hairstyles are his bread and butter. Maybe he just didn't want to change Vegeta's distinctive hair (and waste panel and story time on a haircut) and came up with that reason which also retroactively explains why Goku's hair never changed (not accounting for art style shifts) throughout the manga.

Bout to say like legit the only reason Vegeta existed in GT was to be Mind Controlled by Baby, allow SSJ4 Gogeta to happen, and basically play as fodder until Goku saved the day again.
