2023年2月1日 · So these Turzx screens are all over Amazon and eBay lately so I decided to pick one up. I got the 3.5 inch one. I went to the website, which is all in Chinese and took quite a bit to load, then went to the download page and tried to download the driver/software but the download either wouldn’t start, or it would start and immediately fail.

2023年4月15日 · I just bought the same thing if it's a WOWNOVA. The directions have a link to a site for the software, but there's another link to a Google drive to download the software. Look through the box / directions again, it should have a link to the drive. It's a proprietary software so you won't be able to use Rain Meter or anything else.

Did you download the turing-smart-screen-python-3.3.4.zip file? Did you decompress it? When you are in the command prompt, are you in directory that the extracted contents are in? Did you try python.exe -m pip install -r requirements.txt too?
