So a tap originally was the peg you put into the vent-hole in a cask. It changed to also be something you put into a keg to draw out the liquid, like a spigot. Hence tapping a keg, a maple tree, water taps, etc. To tap, means to put something into the hole of something.

It's attested as early as 1682 and defined in 1788 with the note "in allusion to a beer barrel" (see Green's 1b), though note those were really referring to taking a woman's virginity; the extension to general sexual intercourse occurred later.
