Possibly but the Stormfather is not a being of pure logic. Kal nearly killed Syl when he drew on stormlight when he shouldn't have been able to. Water pressure of a hydrant through a faucet sorta thing. So if Kal doesn't know she's alive-ish then he can't forcibly draw on investiture.

2022年7月7日 · Syl becomes the "Storm Mother" - In this theory, the Stormfather dies or is killed by the end of Book 5. Kaladin basically Ascends and becomes the new Honor. Syl, being Connected to Kaladin, also Ascends in a way and becomes the new Rider of Storms, aka the "Storm Mother." In terms of reforging Honor, I don't think Syl is the key, personally.
