According to the manga the arrow clearly has a will of its own. It can literally move on its own and seek out potential stand users or users who are worthy to evolve their stands. In order to be worthy of a stand in the JoJo's Parts 1-6 you need to have a strong fighting spirit or a strong attribute/skill to your character.

The arrow was originally designed to unlock the true potential of a stand. The arrow creating stand users was simply a side effect of it piercing a person, along with the additional ability granted to a stand user if they are pierced by it.
