It's also just possible that buu saga goku and vegetas regular ssj forms are straight up superior to shin which is likely. In conclusion shin is probably about equal to cell or mastered ssj android saga level.

Let's start with high levels. Shin was not able to pull out the z sword but ssj1 gohan was, therefor shin is weaker than ssj1 gohan.

Gameplay-wise shin 2 is an obvious improvement over shin 1, and tenkaichi tag team is equivalent to the tenkaichi games on the ps2. Since I have tenkaichi 2 and 3 on the ps2, I don't care for it on the PSP.
