In 1979, Skagra travelled to Earth to find Salyavin. He stole The Worshipful and Ancient Law of Gallifrey book from the Doctor, in either his eighth (WC: Shada) or fourth incarnation, (PROSE: Shada) and also obtained a copy of the mind of Professor Chronotis.

Shada: a prison built by the Time Lords for defeated would-be conquerors of the universe. A scientist named Skagra needs the help of one of the prison's inmates. He finds nobody knows where Shada is anymore, except one aged Time Lord who has retired to Earth, where he is a professor at St Cedd's College.

Shada is a prison planet created by the Time Lords. The evil genius Skagra wants to create a universe with his mind controlling it. He needs to get there to release a notorious prisoner whose mind control functions he requires.

Dr. Skagra is the main antagonist in the Doctor Who serial, Shada. Skagra learned of a Time Lord criminal called Salyavin who was imprisoned on a prison planet called Shada because he had abused his powers which were to put his mind into other people and effectively control them.

Shada turns out to be a prison planet, and the gang soon all find themselves there. The Doctor is (of course) captured by Skagra, fibs his way through an interrogation by pretending to be really dumb, and is promptly killed by a very annoyed Skagra.
