It's definitely possible for Sanji to win against Vergo, but I would still give 6/10 for Vergo.

Vergo is dominant in using Armament Haki while Sanji is dominant in using Observation Haki, so Sanji is at a bit of a disadvantage as far as a 1 on 1 fight goes. I'd say Vergo wins since Sanji doesn't have any feats against full body armament haki fighters.
