The cop didn't follow standard procedure because he thought they weren't going to charge ramee with anything. he didn't know ramee had a massive warrant, so he didn't follow standard procedure which let ramee escape. They normally have two cops when uncuffing people at kate, to make sure hes cuffed / can't escape.
