Isn't the handguard in the picture just the same handguard we've seen before which we've had an image (tan version) and also a patent of? (and designed for standard QBZ-191, which is why it has the front cutout at the handguard for the gas block/adjsuter)

The fact that they are compatible with the drum magazine isn't the important part -- it is the evidence that they have been used in such a manner, to some extent, with in service weapons, and displayed as such in an open manner on state media.

These weapon families are the product of Doctrine shifts for their respective owners. The Type 19 family is an example of an Army that in my view is trying to correct itself.

He is able to get a drum mag into QBU191, he probably is not in the PLA, but has access to PLA equipment. But then again, hard to tell.
