That is a result of the ARP resolution process. When you issue the first ping, the PC doesn't know anything about the MAC address of the router, you are pinging, so it starts the ARP resolution process querying for the MAC address of the host with IP 172.16.0.1: 1.

The ping reply from 127.0.0.1 is only working because the TCP/IP stack is initialized by the assignment of 10.0.0.1 address. There is address configured static or dhcp. If you remove this address in packet tracer, ping to 127.0.0.1 will not work.

I have set up a simple OSPF network in Packet Tracer. I see all neighbors up - I am able to ping interface withing a OSPF area. I am unable to ping a host crossing over OSPF area.
