1999 Lexus RX300 (140K miles) throws a P1354 code (Variable Valve Timing System Fault).....then vehicle idles rough

Unfortunately this code in combination with the P1354 probably means that the actuator or VVT I controller on the camshaft is sticking. The camshaft has to be removed in order to change this actuator assembly.
