According to the wiki, this is the only Java only feature regarding heads, and is done by editing NBT data, and can't be obtained as drops. Wither skeleton, skeleton, creeper, zombie, and dragon heads are all obtainable as drops the same way in Bedrock.

2023年6月29日 · The orientation of the heads matters, make sure they are all facing the same way the ender dragon and other one are facing (pig one, forgot name). If you can't break them you might need to enter survival/creative mode (that's what I had to do)
