Translater takes all the text in minecraft and runs it through Google Translate 5 times (configurable). This leaves the text in a state that is still partially understandable but hilarious to play with.

Open Minecraft, select Options > Resource Packs, and enable the resource pack you want to use. The language mods will not be active right away. Important! Return to the Options menu, select Language, then find Google Translate in the list and select it. Return to the menu. The text should be changed. Download for 1.21!

For now it uses only Google Translate API, with more APIs to select from coming in the future. All translations are cached, sorted by language, and stored in game's root folder under ReTranslatorCache directory, so if you got unlucky with any automatic translation, you can manually adjust it to your fit.
