It's a self-funded project and they don't have the committee to spread the risk of investment. Mappa gambled and lost big time. (Or maybe they didn't go all-in as they said they would.)

I remember hearing that Season 2 will have a lot of freelance artists (Season 1 only had 1-3 iirc) and anime studios can collaborate, so we could potentially get big anime studios to help with Solo Leveling after Season 2, and at that point, it could very well have absolute peak animation, surpassing even the best animated JJK episodes.
