Tengai Shisei or the moon throwing is a six path ability which requires weaving three hand signs at the same time so it's impossible for it to be an MS technique. There is a cutscene in ninja storm game where Madara casts what we call a time rewind technique which allowed him to see few minutes into the past.

The more dangerous guess would be that Limbo is his Mangekyou ability and Tengai Shinsei was actually his Rinnegan ability. I could even get obscure and cite a Naruto Ultimate Ninja Storm Generations cut scene that suggests that Madara's Mangekyou ability is to reverse time for a few seconds. The real answer is we just don't know.

So when the Mangekyou is attained, the ability of Sharingan is increased, meaning more control over chakra. This explains some of the MS abilities. Tsukuyomi: much more powerful genjutsu.
