All the pain is pretty much located right at the base of my neck. Hot pads, cracking my neck, chiropractor, and the stretches I tried have all been temporary fixes, relieving the pain for a few hours tops.

Start out slowly and work your way up. People with nerd neck tend to have weaker muscles in the upper body, so it's very important not to do too much starting out. This is coming from someone who has weak muscles herself. I also realize this could also be a biological difference, being a woman with nerd neck.

I first started doing neck curls with a weight plate, but then I got a neck flex harness and started doing them with band resistance with pretty good results.

Your thoracic area is like the shell of a turtle, imagine a turtle going against a wall, and most likely it will acquire the same posture in order to touch the head to the wall. A good fix, it will take time, is do some shoulder and thoracic extension exercises.
