SSJ2 Goku >= SSJ2 Vegeta (equal to Goku with the Majin Seal) >> Cell Games SSJ2 Gohan >> Buu Saga SSJ2 Gohan. That scale makes the most sense in terms of the early Buu Arc IMO.
