Same issue occurs when trying to double-click a file in Windows Explorer. Excel application launches, but does open the file. It seems as if when Windows 10 is involved in launching Excel, it does not pass the file information as a parameter to Excel. But that is just a guess. I am running Windows 10 Pro, Version 1903.
