When Excalibur is used normally, Caliburn can match that output but since its weaker than Excalibur (Excalibur is a Divine Construct and Caliburn is a normal NP) Excalibur has a bunch of seals, 13 to be exact and the weapon gets more stronger the more "conditions" are cleared to unlock the seals and subsequently raise its output.
