The "level 0 has little to no entities" comes from the official Wikidot. I guess level 0 is meant to be more of an introduction to their version of the Backrooms, though I think they mention that most people who noclip in there die of starvation and/or are driven insane. Other iterations of the lore may (and do) vary.
