2023年7月5日 · Unfortunately, the Encarta software is discontinued and is not compatible with Windows 10. While it may be possible to find a download of its ISO on sites of "abandonware", or software that is no longer available from or supported by the original software company, it will not run on WIndows 10.

AFAIK Encarta wasn't replaced with anything by MS since most people just use the Internet to find out what they want to know. There might be another encyclopedia program made by someone else. Use Google to find out.
