They are presented in the order they will appear on your career tab battle results. The minor battles can be fought in any order when there is more than one to choose from. You can even skip them if you like.

Conscious effort to level up COs is well rewarded in this game. It's also a lot of fun -- and calls for even more careful planning in CAMP. It also motivates use of different corps for different battles. Among other things. (Matching COs and brigades for maximum efficiency in the later stages of the war is the ultimate goal, I suppose.
