When her loyalty passive works it's hilarious though the problem I have is excelling her traits into a win rather than just an upper-hand. 2022年3月15日 · Eleanor is a long game to set up, but once you get going with flipping cities, you stay in golden ages and can end up absorbing so much of the map. Just keep moving your great works to your flank and then you just have to guess if you will win domination or culture first.

2019年3月13日 · Relics do count as Great Works according to everything I've seen on reddit, civ fanatics, and the Civ Wiki. Additionally, loyalty pressure "radiates" from the city center regardless of Eleanor's UA and Bread and Circuses. So it appears that putting districts on the border doesn't actually effect loyalty pressure.
