Yups that is why i was super confused. Even i thought changsheng is herblord for certain but i waas going through genshin animated cutscenes and saw baizhus backstory one. Changsheng had golden eyes when first master found her. Maybe its a plot hole which i find is very difficult for genshin with careful story writing.
