Ultra Instinct and Ultra Ego are techniques, although I doubt Cell could use UI, and UE might not even work when you have regen, although Cell absolutely could be capable of it.

After the android timeskip I believe the introduction of 19 & 20 to Cell's defeat is under two weeks, maybe even less. I'm not sure how much time is between the beginning and the ten day wait before the Cell games.
