Harbor seals are one of the most common marine mammals along the U.S. West and East Coasts. They are commonly seen resting on rocks and beaches along the coast and on floating ice in glacial fjords with their head and rear flippers elevated in a “banana-like” position.

Harbor seal haulout counts in California during Population size is estimated by counting the number of seals ashore during the peak haul-out period (May to July) and by multiplying this count by the inverse of the estimated fraction of seals on land.

Harbor seals (and all marine mammals) are protected by law under the Marine Mammal Protection Act. Federal marine mammal regulations prohibit harassing or capturing seals on shore to reduce human disturbance of important life processes.
