Billy Coen (ビリー・コーエン, Birī Kōen?) was a U.S. Marine Corps Second Lieutenant-turned death-row inmate that escaped into the Arklay Mountains after the military transport vehicle escorting him was forced off the road by a pack of Cerberus.
