My guess is some French businesses get special contracts and monopolies, France gets basing rights for various purposes, and France gets a special status protecting Christians north of the Yarmouk river.

I assume there will be carveouts for Lebanon (Fr.), Palestine (Br.) and the other British possessions in the Persian Gulf/Aden. Anything later than that and separate Arab national identities had already began to coalesce. Look at the failures of the United Arab Republic/States, the Federation of Arab Republics or especially the Arab Federation.
