Hammond's textbook on the Greeks, A History of Greece to 322, B.C. has a much more in-depth version. Both are pretty good for beginners, although Hammond's is more directed at people who are interested in pursuing classics as a field.

The most obvious reason is that the Greek concept of citizenship is far different than ours. The Athenians changed their definition of who was a citizen pretty often.
