The order in which you installed them caused Windows to associate .accdb files with the runtime and that wasn't changed when the full version was later installed. You can do that manually though. Go to Apps > Default apps. Filter on .accdb files.

The runtime version of Access can only be used with databases that have been set up for it, with a form starting automatically and navigation to other forms and reports. So you should install a legitimate version of Microsoft Office that includes Access.
