R4-E1 was an R4 astromech droid that had been captured by Jawas on Tatooine to be sold together with R5-D4 and R2-D2 [1] in 0 BBY. [2]

R4-E1 is not a conventional Agromech and lacks the ability to conduct repairs or to store hyperspace coordinates. He is pretty much an R4 shell with a different Droid inside it. E1 has been heavily modified to communicate with the computers of a wide range of vehicles and ships and is able to act as a pilot.
