Thirty of these new L1 locomotives were authorised in April 1944, and the first locomotive (No. 9000) was completed in May 1945. This was the only tank engine built by the LNER that was painted in lined apple-green livery.

The Great Central Railway (GCR) tried this with their Class 1B 2-6-4T (LNER L1 locomotives). These were also the first 2-6-4T locomotives to enter service in Britain. Robinson based the L1 design on the M1 0-6-4T locomotives.

The LNER 2-6-4 Tank Locomotives. For various reasons, the LNER did not have many 2-6-4T locomotives until Thompson introduced his L1 as a part of his standardisation plan. The LNER inherited 2-6-4Ts from the Great Central Railway (GCR) and London Transport (ex-Metropolitan Railway), but never built any more of these designs.
