WHAT ARE THE HOURS OF SERVICE (HOS) REGULATIONS? Federal Motor Carrier Safety Regulations (FMCSRs). These regulations are developed and enforced by the Federal Motor Carrier Safety Administration (FMCSA), which is part of the United States Department of Transportation.
