Transportation System Management and Operations (TSMO) is an integrated approach to optimize the performance of existing infrastructure by implementing multimodal, intermodal, and often cross-jurisdictional systems, services and projects.

Support from top management levels at the Department has helped to elevate the priority of Transportation Systems Management and Operations (TSM&O), which is the collective, performance-driven approach to managing congestion, improving highway operations and improving safety.

TSMO is a set of strategies that focus on operational improvements that can maintain and even restore the performance of the existing transportation system before extra capacity is needed. The goal here is to get the most performance out of the transportation facilities we already have.
