Equip Brief Respite and a secondary weapon with Augur Pact and Augur Seeker on it. This will give us 80% energy to shield conversion. Most utility secondaries will use one or both of these mods. The math is easy. I am going to use Electric Shield at 100% efficiency: Energy Cost x (Brief Respite% + Augur Set%) = Shields 50 x (1.5 + 0.8) = 115

Augur Seeker is particularly good since it extends the duration of the crowd controlling properties and damage over time of the alternate fire long after the damage orb has expired. Since we are firing off one Grimoire projectile every 45 seconds, Creeping Bullseye gives us more crit than Primed Pistol Gambit with no downsides.
