Rangers put tape on their weapons to eliminate noise. Various parts of an M-16 can rattle, clink, or jingle, either when moved or when struck. Tape stops that. Covert forces must have noiseless weapons, so if they do not come that way from the Quartermaster, the fighters will modify them.
