Kagain is available from Chapter One. Travel to Beregost, you will find him in his shop next door to Feldepost's Inn, ask him about the service he runs and he will hire you to accompany him to find out why one of his caravans was missing. Accept this offer and he will join. Kagain thinks very little of Ajantis and his do-gooding.

Entar's Son, also known as Kagain's Quest, is a companion quest in Baldur's Gate, available from Chapter One on. We've joined up with Kagain, a dwarf who wants to find a missing noble. The missing noble is the son of Entar Silvershield, and so he's really desperate to find the kid.

Comparing Kagain to the other vanilla NPCs, Kagain is maybe not impressive all around, but neither are most of the other NPCs. He's the best at what he does (tanking), and is quite effective outside all around:
