All OFWs and aspiring OFWs who are planning to work abroad are required to secure an Overseas Employment Certificate (OEC) or Balik-Manggagawa (BM) certificate from the Department of Migrant Workers (DMW), formerly known as the Philippine Overseas Employment Administration (POEA).

The OFW Pass is a QR code-based system which will replace the traditional Overseas Employment Certificates (OEC). Undersecretary Hans Cacdac of DMW said the agency has requested the Department of Finance to allow them to make the issuance of OECs free.

All OFWs are required to acquire an Overseas Employment Certificate (OEC) upon departing for or returning to their employment, according to the laws and regulations of the Department of Migrant Workers (DMW) Office (formerly known as the Philippine Overseas Employment Administration – POEA).

The OEC is also known as the exit clearance for OFWs, and it is proof that the OFW has been legally employed and that he or she has met all the requirements of the job. OFWs can apply for an OEC online or at any POEA office agency, or at the nearest POLO-OWWA office abroad.
