My understanding the limitation on this is 10 years.. am I correct? Or can the court reopen this case and pursue him into paying on the judgement?

The district clerk of the court that rendered this judgment has gone through the record and has confirmed that a writ of execution has never been filed yet she refuses to sign the SR-88 because she took the document to the county attorney and the county attorney advised the district clerk not to sign the sr-88.

I got into an accident in 2006 and had no insurance they filed a judgment and had my license suspended well this was 16 years ago I contacted the insurance people and they told me I needed to fill out an SR 88 that drops the judgment and I can get my license back is that correct
