Yes. The paved road goes all the way to the top with several scenic stops on the way all with parking areas or just room to pull over. Not a whole lot to see. Mostly scenic overlooks. Roadside restrooms at the top. A map is a good idea, but mostly for hiking. Two hours is all the time you'll need.
