Sorry, I don't know the answer to your question. I suggest you contact Historic Scotland / Historic Environment Scotland who own Spynie Palace. I would be extremely surprised if dogs were not allowed on a lead. The palace is a well-maintained ruin, surrounded with mown grass. The only thing you might miss out on would be the upstairs areas in the two towers, unless your dog was very good at climbing stairs in confined spaces.
