Midnight may not be as safe as during the day because you will have to walk for a while before you can reach the wave organ. If you travel in a group, it may be safer. You want to check out the park closing time just in case. Happy BD to your gf!

Yes it is wheelchair accessible. I didn't notice where the handicapped parking was located. We walked a ways from our parking spot, because the public parking was farther away than the parking for the yacht club. There were probably some handicapped spots pretty close in the yacht club parking and I assume you could use those.
