What is the road like when driving thru the Petrified National Forest? Is it fairly flat, or mountainist with curves? Narrow roads, or interstate? We don't do well driving thru mountain passes, will that be an issue?

It's fairly flat and fully paved. Not mountainous at all.
One in our party has mobility issues. It appears there are a few pull offs that offer good views of the painted dessert, but are there pull offs where you can view the petrified wood? Is it worth continuing on to the Petrified forest area if we are unable to do any hiking? How long should we allow for a drive through with viewing stops? We will be coming from/ returning to Flagstaff.

yes it is worth a visit as it is so different. There are stopping places with great views. Go for it
With the road closure what exactly will we see coming from I40? Is it better to go all the way around to I 180? Any suggestions so we can get the most out of this stop? Thanks!

Yes, there are two locations in the park you are allowed to "bare" camp - no fires, pack in and pack out, no prepared sites - in the wilderness areas at least 1 mile from roads. You need a permit which is free and the rangers will check on your vehicle. Don't fake it and camp in unapproved areas or you risk fines and having your vehicle towed. Check at the visitor center - we used the one at the south end.
