Well, if you want the sun totally behind you I would get there between 10am and 1pm. That way the sun is shining on the waves and brightens things up a bit for photos.

Yes, at least the south end of the lower parking lot, there are both flush bathrooms & an outside rinse shower. As far as toddler friendly, we saw many families with toddlers, but I would keep a close eye on your kids, as there was some beach wave energy when we were there in May. I would highly recommend putting your kids in life vests anytime they are near any beach, as the ocean is powerful. I kept a close eye on my kid until he was 15 (now 25), when he proved to be a stronger swimmer than me. Don’t forget your reef friendly sun screen, we use Stream to Sea, the best we have found.
